		<description><![CDATA[The list of liens available for the Orange County Florida tax certificate auction will be available in May of every year.

			<content:encoded><![CDATA[<p>The delinquent list for tax liens in Orange County is published three consecutive Thursdays in May by the Orlando Sentinel.  The delinquent accounts will also be posted to the Tax Collector&#8217;s web site www.octaxcol.com and to the <!--website-->www.orangetaxsale.com<!--/end--> site.  The delinquent information will be updated periodically until the sale.</p>
<p> Not all of the items printed in the newspaper will be sold, due to late payments received after the list was prepared for  publication. Revenue from the sale pays the ad valorem property taxes/non ad valorem assessments, interest, and costs and charges related to the sale.</p>
<p>The Tax Collector requires a minimum deposit of $1,000 or 10% of intended purchases, whichever is greater, to be posted through the auction web site. </p>
<p>There will be computers with bid site access available at the Tax Collector’s office for those bidders without other access to computers. Use of these computers will be by appointment only. Please call <!--phone-->407-836-2778<!--/end--> to schedule a session.</p>
<p>The advertising list will include the amount of taxes due, as well as interest and the cost of the sale, which represents the face value of the tax certificate.  Simple interest for the amount that the certificate was purchased will be calculated. Any bidder has the right to bid on any certificate, as long as the deposit requirement is met.  Tax certificates are sold in the order they appear on the tax roll.</p>
<p>The bidder willing to accept the lowest interest rate is awarded the certificate. If there are no bidders for a certificate, it will be struck to the County.  Bidding starts at 18% and interest is bid down until there are no lower offers. &#8220;No Interest&#8221; bids will give the bidder the certificate at 0% interest. (The 5% mandatory charge will not apply.)  Bids shall be accepted in even and fractional increments of .25% points only.</p>
<p>Certificates will be issued in the name of a person or a corporation. After the sale, certificates may be sold and transferred by assignment through the delinquent tax department. A fee of<!--fee--> $2.25<!--/end--> is charged for each certificate transferred. When making inquiries about tax certificates or when requesting an address change, please provide the delinquent tax department with all social security numbers/tax id numbers currently and previously used to buy certificates.</p>
<p>The sale will continue until delivery of all certificates.  If a bidder fails to pay for certificates, the deposit will be forfeited and the certificates will be resold by the Tax Collector.   Any bidder in default will be barred from future Orange County tax certificate sales.</p>
<p>Bidders will be notified of certificates purchased and the balance due within 24 hours of the closing of the Internet auction. Balance of payment will be required within 48 hours of e-mail notification.  If you do not receive a bill, please contact the tax office immediately at 407-836-2778.</p>
<p>Upon redemption of tax certificates, interest shall be calculated on a monthly basis from the first day of each month beginning June 1.  Certificate holders shall draw no interest during April and May while the mandatory charge is in effect (FS 197.172). Application for tax deed may be made no sooner than two years after the certificate purchase.</p>
<p>Caution: You are hereby informed that this is not a sale of land, but a lien for the amount of delinquent taxes plus interest.  Certificates issued will be in effect for a period of seven years, and then canceled by Act of the 1973 Florida Legislature. Purchasing a tax certificate does not entitle the certificate buyer to enter the property, or harass the owner in any manner.</p>
<p>Certificate value may be affected by subsequently filed bankruptcy cases.</p>
<p>There is risk to principal and interest with respect to tax certificates if property conditions or the utility changes. This is true when changes are made to correct errors arising from obvious or concealed facts. The Property Appraiser may correct only clerical errors after the tax roll has been certified [Markham v. Friedland, 245 So. 2d 645 (Fla 1971)/ Korash v. Mills, 263 So. 2d 579 (Fla. 1972)].</p>
<p>In a few recent instances, principal and interest were lost to Orange County certificate holders when the land changed from undeveloped status to ineligible for development (e.g. wetlands). Certificates issued prior to the change lost value.  Bidders are cautioned to select carefully the parcels bid upon to minimize risk of loss. Timeshare and subsurface parcels will not be specifically identified before the certificate is sold.

<p>According to Broward County, there are approximately 150-200 bidders present at tax lien auctions.</p>
<p>Buyers may register in person for a buyer number approximately one week prior to the Tax Certificate sale and during the scheduled sale days at Broward County Governmental Center Annex, 115 South Andrews Avenue, Room A-100, Fort Lauderdale, Florida 33301.</p>
<p>The buyer must complete and file form W-9 &#8220;Payer&#8217;s Request for Taxpayer Identification Number and Certification&#8221; for each buyer number assigned as all interest will be reported to the Internal Revenue Service. </p>
<p>- A single buyer number will be assigned for each Social Security Number (SSN) or Employer Identification Number (EIN/TIN) provided and must be identical to the name provided on the W-9 form. </p>
<p>- Original proof of either Social Security Number (SSN) or Employer Identification Number (EIN/TIN) is required. </p>
<p>- The name on the EIN/TIN document (SS-4) or SSN form must be identical to what is entered on the W-9 form, without exception.</p>
<p>- For SSNs: The signature on the W-9 MUST be the signature on the SSN document</p>
<p>- For EIN/TINs:  The signature on the W-9 MUST be from an officer of the Corporation or LLC, NOT an Agent of the Corporation or LLC. The officer must sign and state his/her position with the Corporation or LLC. </p>
<p>If an agent is acting on behalf of one or more investors, he/she must present an original W-9 form and social security number (SSN) or Employer Identification Number (EIN) for each individual investor. The original SSN card or EIN/TIN document for each individual investor must match the W-9. The Agent’s name or signature cannot appear on any documents.</p>
<p>All interest earned will be reported to the IRS on form 1099-int.</p>
<p>A minimum $1,000.00 deposit is required for each buyer number assigned. The deposit shall be cash, cashiers&#8217; check, certified check or money order payable to Broward County Revenue Collection. This deposit will be applied to the purchase of tax certificates. If no tax certificates are purchased, the deposit will be refunded approximately 4 - 6 weeks after the completion and balancing of the tax certificate sale. No personal checks, money market account checks or Attorney&#8217;s Trust account checks will be accepted.</p>
<p>The properties are called in the order they are listed in the advertisement which is the order they appear on the tax roll.  Items designated with an asterisk (*) identify properties with homestead. This order will not be changed.</p>
<p>The following possibilities, though not inclusive are some of the non-cost recoverable circumstances that could affect the amount of interest you earn on your investment and/or the amount of your investment:<br />
- Owner files bankruptcy (interest could be reduced and/or Trustee will send you $7 per month, etc.)<br />
- Department of Revenue correction on the taxes<br />
- Court orders the omitting of taxes<br />
- Assessed value on the property by the Property Appraiser may be in error and not subject to retroactive correction when the problem is discovered<br />
- Parcel may have had an assessed structure or wood frame home that is subsequently burned down or condemned<br />
- Parcel may have had a mobile home on it at the time of the tax certificate sale which has been removed or destroyed, leaving the property vacant<br />
- A condo that is part of a group of buildings that are later condemned or destroyed.</p>
<p>A certificate holder who initiates, or whose agent initiates, contact with the property owner upon which he or she holds a certificate encouraging or demanding payment may be barred by the tax collector from bidding at future tax certificate sales. Unfair or deceptive contact by the holder of a tax certificate to a property owner to obtain payment is an unfair and deceptive trade practice according to law, regardless of whether the tax certificate is redeemed.  Such unfair or deceptive contact is actionable under applicable laws prohibiting fraud.</p>
<p>Neither a certificate holder nor an Agent, can take any action against the property and/or the property owner (direct or indirect) until he or she has held the certificate for twenty-two (22) months. After that period of time, an Application for Tax Deed can be made, which forces the owner to pay the back taxes or the property is sold at a public auction to the highest bidder.</p>

If orders to foreclosure the property are approved to satisfy the lien, an auction for cash occurs. The county sheriff (sheriff auction sales), or precinct constables auction the property on the county courthouse steps. These auctions occur on the first Tuesday of the month. 

The highest bidder receives a sheriff's deed. The ownership is held off for 180 days or a 2 year right of redemption is held by the former property owner at the time of the sale. ]]></description>

			<content:encoded><![CDATA[<p>Two issues to consider prior to bidding at tax sales in North Carolina are:<br />
1. Court Confirmation. Within 3 days from the date of the sale, the tax commissioner must provide the local county court with the report of all sales. Within 10 days following this filing by the commissioner, anyone claiming an exception or irregularity to the sale may challenge the sale.<br />
2. Upset bids. In addition, anyone desiring to increase the bid amount may do so by filing with the court. <p>The state of Indiana charges a penalty rather than an interest rate on tax liens. The amount paid (penalty), depends on the redemption time. </p>
<p>The following rules apply to Indiana redemption fees:<br />
- Minimum bid<br />
  - 10% of the minimum bid if redeemed not more than 6 months after the tax sale date.<br />
  - 15% of the minimum bid if redeemed more than 6 months, but not more than 1 year after the tax sale date. </p>
<p>Difference between the successful bid price and the minimum bid price<br />
 - 10% per annum interest from the date of payment to the date of redemption. </p>
<p>Property owners cannot redeem tax liens after 1 year in Indiana. If the tax lien is not redeemed after 1 year, the lien buyer must apply for a tax deed within 6 months from the expiration of the tax sale date or forfeit their purchase money. </p>

			<content:encoded><![CDATA[<p>Connecticut is a Tax Deed hybrid state. The interest rate is 18%. The redemption period is 1 year. </p>
<p>The full state statute for Connecticut tax deeds is Connecticut State Statute 12-157.</p>
<p>Within two weeks after the tax sale, which occurs June of every year, county collectors executes a deed to the purchaser or municipality. The deed is not recorded for one full year. If the owner pays within that year, they must pay the total amount paid by the purchaser, plus 18%. If the owner does not redeem, the deed is recorded and the purchaser gets the property. </p>
<p>Some issues with Connecticut include for example the city of New Haven. New Haven only sells property liens to qualified buyers in very large bulk sales. Therefore, individual investors are in effect frozen out unless they have access to large amounts of funds. </p>

			<content:encoded><![CDATA[<p>In Wyoming you do not bid on the amount of interest you will get from the tax lien, but rather the extent of the interest in the property you will accept. </p>
<p>Delinquent taxes in Wyoming bear a rate of interest of 18% per year.  </p>
<p>Taxes are delinquent on May 11 of every year. A list of delinquent taxes is prepared by May 21st of every year. As in other states, the auction of Certificates of Purchased is advertised once each week for three weeks. The first publication must also be four weeks before the sale and finish before the first week in September of every year. Tax Lien auctions are held at the county courthouses. </p>
<p>Buyers get the Certificate of Purchase in Wyoming. Unsold certificates from the auction may be sold at public or in private at any time. There is a lot of leeway built in there with the sales being allowed to be private. </p>
<p>Four years after receiving the Certificate of Purchase and less than six years, you may apply to the county Treasurer for a Tax Deed. </p>

			<content:encoded><![CDATA[<p>Every second Tuesday in December a sale of the current year&#8217;s delinquent taxes is held. When no one purchases these tax liens, they are automatically purchased by the state. </p>
<p>The purchaser of the tax lien receives tax sale certificates. The purchaser of the tax sale certificate receives the amount he paid to get the certificate plus 12% annually for the original. Subsequent certificates for that property can only be purchased by the original holder and collect 9% interest. </p>
<p>Right to Foreclose<br />
After holding the certificate for 3 years, and less than 10 years, the holder can start foreclosure action. The property owner has a 90 day redemption right after action has been started. If no redemption occurs within 90 days after the start of the action, the holder of the certificate is entitled to a Tax Deed.<br />

			<content:encoded><![CDATA[<p>As most of you may have heard, Michigan pays a rate of interest of 50% on tax lien certificates paid in the second year of delinquency. </p>
<p>Tax Lien Auctions in Michigan<br />
On the first Tuesday of May, in the County Treasurers office, at 10am, tax lien certificates for properties delinquent in the third year after assessment are offered for sale.<br />
Example - In May 2008, taxes from 2005 were offered for sale. </p>
<p>Tax Liens not sold at auction in Michigan can be bought at the Michigan Department of Treasury in Lansing. Delinquent taxes can be bought up to April 19th of the year following the sale. The price of a certificate bought from the state includes an interest rate of 1 1/4 per month percent rate. </p>
<p>Redeeming Tax Deeds<br />
If the property owner does not pay the taxes within 1 year of holding the lien, you can surrender your tax lien certificate to the state treasurers office and get a tax deed. You then must wait 6 months to wait whether the property owner has redeemed the property, the property is entirely yours if your bid was for 100% of the title. If not, you become a tenant in common with the original owner, or another person who has a legal right to the rest of that property. In most cases, the property must be sold for you to get your portion (if you bid under 100%). </p>

<p>Regular system - After June 1 and September 1st of every year tax collectors in Illinois advertises a notice that they will apply a judgment allowing the sale of the properties in arrears of taxes. The advertisements must be published at least 10 days before the application is made. The property owner is notified by registered/certified mail.</p>
<p>Judgment sales in Illinois generally occur in October.</p>
<p>Registrants must register 10 days before the tax lien auction. Larger counties in Illinois require deposits or letters of credit or bond for 1 1/2 times the amount of taxes and penalties due.</p>
<p>Bidding starts at 18% and goes down from there. In some counties in Illinois, other back taxes may be due which you will be liable for. That is why due dilligence is necessary before bidding on these tax liens.</p>
<p>Scavenger Act</p>
<p>Properties two years delinquent has something called the Scavenger Act applied. Once every two years these tax sales occur.</p>
<p>Registrants must register 5 business days in advance and may be required to pay a registration fee. This is between $50 and $100.</p>
<p>The bidding for these tax sales are on the amount you will pay for the property, not the amount of interest you will accept. The minimum bid on the property is $250 or one half of the taxes owed (if less than $500).</p>
<p>Foreclosure</p>
<p>If the property owner pays back the back taxes plus fees and interest he gets his property back. At regular tax sales the penalty you bid increases by the same amount every six months.</p>
<p>With the Scavenger Act the interest rates fluctuate by date. Less than 2 months  3%. 2 - 6 month 12%. 6 - 12 months 24%. 12 - 18 months 36%. 18 - 24 months 48%. After 24 months 48% + 6% a year.</p>
<p>The usual time before you can foreclose on a property in Illinois is usually 2 years. This also is different per property type. After 5 months from the tax lien sale, you need to send the homeowner a notice of sale. Within 3 - 5 months of the end of the redemption period, you must give notice.</p>
<p>Note: If you retain the property after all procedures and processes, you are responsible for easements that remain on the property. Make sure you do your due diligence so you don&#8217;t get stuck with a lot of costs on these easements. See you tax collectors office for more information.</p>

			<content:encoded><![CDATA[<p>In Georgia, 4 consecutive weeks before a tax sale, the properties must be advertised in a newspaper. The owners name, description of property and tax owed are shown.</p>
<p>The first Tuesdays of March is Tax Sale Day in Georgia. The tax sale prices include tax due, penalties, interest, fifa cost, levy cost, administrative levy fee, certified mail cost, and advertising cost. The property is sold to the highest bidder of the Superior Court building. If no one bids at least the amount due to the county, the tax commissioner has the authority to bid the property for the county.</p>
<p>Proceeding the Tax Sale</p>
<p>If there are any further fees due after the tax sale, the person redeeming the tax deed must pay these. The purchaser after the tax sale must make a quit-claim deed to the defendant in FIFA. After receiving the quit-claim deed and it is recorded, the tax commission gets a copy of this. The excess funds are then provided to whoever is on the quit-claim deed as the one who redeemed the property.</p>
<p>The owner of the property must pay the tax deed purchaser the amount paid at the property tax sale and a 10% premium for each year or fraction thereof which has elapsed since the tax sale. Cobb County has a 20% premium.</p>
<p>Notice of Foreclosure of the Property</p>
<p>After 12 months from the date of the tax sale, the purchaser my foreclosure on the owner&#8217;s property. The notice of foreclosure must be sent by certified mail to the homeowner and published in the county for four consecutive weeks once a week in a six month period immediately prior to the week of the redemption deadline date specified in the notice.</p>
<p>After foreclosure the purchaser must seek legal advice in the petition to Quiet Title in Land, per Georgia state statute.</p>

<p>Buying a Certificate of Purchase a lien in Colorado does not allow possession of the property at the expiration of the redemption period.</p>

<p>Notification of Sale</p>
<p>After September 20th of every year in Colorado, delinquent homeowners are sent letters that their properties will be sold at public auction.  The sale of properties is then published in four weekly issues of a newspaper posted in the office of the treasurer.</p>
<p>Tax Sales</p>
<p>Tax Sales are held in Colorado on or before the second Monday in December of every year. Sales are held on week days only. They continue until it looks like no more can be sold.</p>
<p>They are sold to the persons who pay the taxes, delinquent interest and costs due. The extra money is credited to the counties general fund. This must be paid in cash.</p>
<p>Each county has its own rules about minimum bid increases and the order of bidding.</p>

Tax lien sales are held in February of every year in Arizona. All liens are put up for sale and if there is no bid, the treasurer continues to try to sell it every day until they are all sold or the treasurer is confident that they cannot sell any more. 

The entire amount of the bid must be put up with cash at the time of the sale. For an additional $1.00 the tax lien certificate is issued. ]]></description>
			<content:encoded><![CDATA[<p>Tax Lien Auctions - Held every February and the liens are put up for sale continuously until the treasurer believes they cannot sell anymore.</p>
<p>Cash must be put up at the time of the sale. The tax lien certificate is issued for a $1.00 fee.</p>
<p>In Arizona each county treasurer prepares a notice of auction at  his office. This notice contains the full list of all properties in delinquency. Advertisements in an officially designated county newspaper must run for two consecutive weekly issues two to three weeks prior to the sale.</p>
<p>Unsold Tax Liens</p>
<p>After the auction there is always the case where there are unsold tax liens remaining. The state is assigned the certificate of purchase. After this certificate is issued, the state actually does nothing. The county treasurer then assigns  the  tax lien certificate to a buyer who sends in the fees such as: interest, penalties, taxes, and charges. Tax liens issued in this manner yields 16% from the start of the auction. But generally is bid down during the auction process.</p>
<p>Property Owners</p>
<p>Property owners can redeem these certificates, within three years from the date of sale. As soon as the property owner redeems the certificate, the county treasurer pays the lien holder. This is also true for partial payments which is also allowed.</p>
<p>Tax Lien Foreclosure in Arizona</p>
<p>After the three year expiration from the sale, and the tax lien is not redeemed, the purchaser or his assignee or heirs, may bring forth the action of foreclosure to redeems fees for the lien.</p>
<p>The county treasurer brings forth this judgment. The property owner can still pay off the lien after the foreclosure process has started, but it must be before judgment is given by the county.</p>
<p>If the lien holder decides to wait five years from the date of the original lien purchase, he can just go to the county treasurer and apply for and receive a treasurer&#8217;s deed to the property.</p>

In Florida, tax lien certificates for delinquent property taxes are sold by June 1st of each year.<br />
<strong>THE AUCTION</strong><br />
At the yearly auction, each county tax collector will sell the available tax certificates. Any unsold certificate will be bought by the county which will earn the maximum 18% yearly simple interest.<br />
The auction rules specify that the tax lien certificate must:</p>

<li>Pay the interest</li>
<li>Pay the charges</li>
<li>Demand the lowest interest rate (less than 18% a year)</li>

			<content:encoded><![CDATA[<p>On the advertised day and time no later than June 1st, the Tax Collector auctions and sells a tax certificate on each delinquent parcel.  Since the taxes on some parcels will have been paid prior to sale, those paid parcels that appeared in the newspaper advertisement will be skipped.  Bidding begins at <!--interest rate-->18%<!--/end--> and the certificate is sold to the person bidding the LOWEST annual interest rate.</p>
<p>The Sarasota County Tax Certificate Sale will be conducted on the Internet.  Bidders will have 2-3 weeks to enter their bids prior to the certificates being awarded on June 1st.  There is additional information about the tax sale procedures at <!--website-->SarasotaCountyTaxSale.com<!--/end-->.</p>
<p>Bidder registrations are being handled online beginning May 8th and will require the name, address, phone number and taxpayer identification or social security number for each bidder.  Both new and existing certificate holders will need to register.  To register, please visit SarasotaCountyTaxSale.com.</p>
<p>County tax certificates are available for purchase in the Tax Collector&#8217;s office.  When someone buys a county tax certificate the lien is transferred to the buyer.  The purchase price is the amount of the original certificate plus interest due to the date of purchase.  The interest rate of the purchased certificate is 18%.  Anyone interested in purchasing county certificates should call for an appointment at <!--phone-->(941) 861-8390<!--/end-->.</p>
<p>In order to clear the property of the tax lien, the property owner must pay the amount of the tax certificate plus interest calculated from the month of the certificate sale to the month of payment.  The interest cannot be less than 5%.  All payments are made to the Tax Collector.</p>
<p>If the taxes are not paid within two years from the date the tax became delinquent, the certificate holder may apply for a tax deed and bring the land to sale at a public auction.  Example:  2007 taxes are delinquent April 1, 2008;  therefore, a tax deed application may be made after April 1, 2010.  A certificate holder who wishes to apply for a tax deed must redeem all other certificates and pay other fees as mandated by state law.</p>
<p>The life of a tax certificate is seven years from the date of issuance.  If the certificate holder does not apply for a tax deed within seven years, the certificate is null and void.</p>
<p>If the land goes to a public sale, the starting bid is the total amount of the tax deed application.  When the property is assessed on the latest tax roll as homestead property, the starting bid also includes one half of the assessed value of the property as listed on the current year&#8217;s tax roll.  The highest bidder will receive a tax deed from the Clerk of the Circuit Court.  This is not the same as a Warranty Deed and more steps may be necessary to obtain a clear title.  If the applicant is not the highest bidder, she/he will be reimbursed for the total amount paid at the time of the application plus 1 1/2% interest per month.  If the highest bid is greater than the amount paid in the application, all parties with a recorded interest are notified.  After all claims have been satisfied, any additional money is sent to the property owner. </p>
<p>If the County is the holder of a certificate when the property is offered for sale and there is no bidder, the land is placed on a List of Lands Available.  The property can be purchased any time during the next 7 years (or 3 years if all the certificates were issued after July 1, 1999) by paying the original opening bid, any additional years taxes and the Clerk&#8217;s fees. <p>New York may, but is not required to start the bidding at the back taxes, penalty and costs. </p>
<p>Albany County tax sales occur in July.<br />
Fulton County tax sales occur in August.<br />
St. Lawrence County tax sales occur in October. </p>

			<content:encoded><![CDATA[<p>Tax Sale auctions in Miami Dade County occur on this website: www.BidMiamiDade.com. See the information below on how to bid on these auctions. </p>
<p>All prospective buyers must be registered and be assigned a buyer number before they can enter any bids.  Buyer numbers are assigned after a prospective buyer completes the online registration process and IRS Form W-9 at <!-- online_taxpurchases -->www.BidMiamiDade.com<!--/end -->.</p>
<p>All bidders will be required to post a deposit prior to the sale that is equal to 10% of their intended purchases with a minimum deposit of five thousand dollars ($5,000.00) required.  Deposits must be submitted electronically via Automated Clearinghouse (ACH) through www.BidMiamiDade.com.  Bidders will be limited to purchasing no more than 10 times any deposit received by the Tax Collector.  Bidders will be allowed to increase their deposit at any time prior to a batch closing by submitting an additional deposit authorization.  Each distinct bidder number will be required to post a separate deposit.  It is suggested that prospective bidders check with their financial institutions prior to registering as not all accounts allow for the electronic transfer of funds through ACH.</p>
<p>Training<br />
Training is available to all bidders in several formats prior to the sale.  There is a self-demo and daily trial auctions on www.BidMiamiDade.com.  A prospective bidder can send an e-mail to lienauction@grantstreet.com or call (800) 410-3445, extension 1, to schedule a guided phone demonstration.  Prospective bidders needing access to computers may call the Miami-Dade County Tax Collector at (305) 375-1829 to schedule use of a computer for training and registration prior to the sale date.</p>
<p>Bidding Procedures</p>
<p>In order to facilitate the online sale process, Miami-Dade County will be grouping the tax sale into batches of approximately 2,700 certificates per batch.  Each certificate in the batch will be sold individually and in sequential order as advertised.  The batches will be set based on the publication of the advertised list of delinquent taxes.  The batches will close as scheduled until all certificates are sold.  After a batch is closed, no new or changed bids will be accepted on certificates contained within that batch. No certificates will be sold out of sequence.</p>
<p>Bidders will be able to begin entering their bids into the system for all certificates and all batches beginning the day that the advertised list of delinquent taxes is published in the newspaper, which is currently scheduled for May 1, 2008.</p>
<p>Florida  law provides for a maximum interest rate of 18% and a minimum of 0% (no interest).  Bids for each parcel shall be accepted in even and in fractional increments of one-quarter percentage (¼%) points only.  If you wish to bid on a parcel, you must enter your minimum acceptable rate into the input cell on the web site and click the ‘Submit’ button PRIOR to the close of the batch that contains that parcel.</p>
<p>The tax certificate is a lien issued to the lowest bidder who will pay the delinquent tax including interest, cost of sale, advertising and tax collector’s commission of 5%.  The entered bid is the minimum interest rate the bidder is willing to accept on the certificate and not necessarily the bid at which the certificate will be awarded.  For example if an entered bid is 4.5% and the next lowest bid is 5%, the certificate would be awarded to the bidder with the entered bid of 4.5% but at the winning rate of 4.75%.   The bid entered on any certificate can be changed, and/or submitted bids can be withdrawn at any point until the batch containing the certificate is closed.  Only bids that are in “Submitted” status at the time of the batch closing will be counted.  Bidders will not be able to see competing bids.</p>
<p>BID CAREFULLY. BIDDER CANCELLATIONS WILL NOT BE ALLOWED OR ACCEPTED. ALL SALES ARE FINAL.</p>
<p>Immediately following the closing of each batch, bidders will be able to review the unofficial results of the sale and see the winning bid and bidder on each certificate contained within that batch.</p>
<p>Award of Certificates</p>
<p>After the online sale is completed, the Tax Collector will review the results and balance the sale, confirming all payments have been received and removing any parcels that may have been erroneously included in the sale.  Once the results have been verified by the Tax Collector, a final list of certificates will be available at the website.  Each winning bidder will receive an email when the list is available, and will be able to log back into the web site, review and print a copy of their purchased certificates.  Upon conclusion of the Tax Certificate Sale, the Tax Collector will provide each bidder an Official List Of Certificates awarded to them.  The Official List will be signed by the Tax Collector and mailed to the bidders.</p>
<p>Bidders will be required to authorize payment in full electronically via ACH within forty-eight (48) hours after notification of the final results is sent.  Failure to make payment as required by the Tax Collector will result in the canceling of certificates issued to the non-paying bidder and the offering of those certificates for sale at a subsequent re-auction sale.</p>
<p>Returned or Canceled Payments</p>
<p>Be advised that as the bidder you are solely responsible for the information entered into the website regarding bidder name, address, taxpayer identification number or account information.  This information is not handled or changed by the Tax Collector during the time that the auction platform is open for payments or bids.  Electronic or ACH payments are conditional payments until honored by the maker’s financial institution and must be available for immediate withdrawal.  Miami-Dade County Administrative Order 4-86 and Section 68.065, Florida Statutes provides that payment shall be canceled and subject to a fee of five percent (5%) the amount of the returned or canceled payment.  Returned or canceled payments may result in the revocation of bidding privileges during the sale and/or a cancellation of any certificates awarded.</p>
<p>Supplemental Sale</p>
<p>If necessary prior to closing the 2008 Tax Certificate Sale, all County held certificates available after the 2008 Tax Certificate Sale batches close will be offered for purchase either in-person directly from the tax collector or in one supplemental batch through the Tax Collector’s auction website at www.BidMiamiDade.com.   Sale items will include those items advertised for the 2008 sale that were removed as paid and then subsequently had the payment canceled.  If sold online the list of available certificates will be posted one week prior to the sale on the auction website.  All certificates will be offered in one batch at an interest rate of 18%; if more than one purchaser wishes to buy a particular county-held certificate, the auction software will randomly assign the certificate when the batch closes at 10:00 a.m. EDT .  Payment for certificates shall be via ACH (Automated Clearinghouse) and payment in full shall be due by 5:00 p.m. EDT the day of the sale.  If sold in-person directly from the tax collector those items will be available on a first-come, first-serve basis starting on July 1, 2008 with payment due upon purchase.
